Rugby League community development work is structured around Service Areas.

Each Service Area is managed by a steering group at which all Rugby League agencies in the area and other appropriate partners are represented. The group will normally elect its co-ordinator and will manage designated Rugby League activity. In some cases, the Service Area Coordinator may be employed full time by the Local Authority. Action Groups are sub groups of the Service Area, which deal with specific issued such as the development of Women & Girls Rugby League.  Each member of the steering group will report back to their action group.
